Nearly 500 trillion VND invested in developing the national airport system

The Ministry of Construction has just approved adjustments to the national airport and seaport system development plan for the 2021-2030 period, identifying an investment scale of nearly VND500 trillion from many capital sources.

The Ministry of Construction has just issued Decision No. 1714/QD-BXD approving the adjustment of the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050. This is considered an important step to complete the national aviation infrastructure network, meeting the requirements of socio-economic development and international integration in the new period.

The Decision was issued following the proposal of the Department of Planning and Finance (Ministry of Construction) in Report No. 1856/KHTC dated October 7, 2025, implemented in accordance with the direction in Decision No. 1102/QD-BXD dated July 20, 2025 of the Ministry of Construction on adjusting strategic transport infrastructure planning.

According to Article 1 of Decision 1714/QD-BXD, the adjustment focuses on the scale, airport level and estimated investment costs for Gia Binh International Airport, one of the key projects in the national airport system.

Gia Binh International Airport is planned to reach level 4F, the highest standard according to the classification of the International Civil Aviation Organization (ICAO), with the capacity to receive wide-body aircraft and large passenger traffic.

The total investment cost of Gia Binh International Airport is expected to be about VND161,600 billion for the 2021-2030 period; and about VND52,700 billion for the vision period to 2050.

The Ministry of Construction explained that the investment in building Gia Binh airport not only contributes to increasing the national air transport capacity, but also creates momentum for regional economic development, opening up new opportunities for trade, tourism and logistics.

In addition to the specific adjustment for Gia Binh airport, Decision 1714/QD-BXD of the Ministry of Construction also adjusts the capital investment demand for the development of the entire airport system until 2030, according to Clause 4, Article 1 of Decision No. 1102/QD-BXD.

According to calculations by the Ministry of Construction, the total investment capital demand for the national airport system during this period reaches 485,472 billion VND, mobilized from the state budget, non-budgetary capital and other legal capital sources.

Other contents of the airport system development plan to 2030, with a vision to 2050, remain unchanged according to Decision No. 648/QD-TTg dated June 7, 2023 of the Prime Minister and Decision No. 1102/QD-BXD dated July 20, 2025 of the Minister of Construction.

The Decision also clearly states the responsibilities of Ministers, Heads of ministerial-level agencies, Heads of Government agencies and Chairmen of People's Committees of provinces and centrally run cities to organize implementation.

At the same time, the Ministry of Construction requested units and localities to proactively coordinate to ensure the implementation of planning adjustments takes place synchronously, effectively and on schedule, contributing to the goal of making Vietnam a dynamic aviation center in the region by the mid-21st century.
