Approving the task of planning Noi Bai International Airport

The Ministry of Construction has just issued a decision approving the task of planning Noi Bai International Airport for the 2021-2030 period, with a vision to 2050.

According to the decision of the Ministry of Construction, the research scope of the Noi Bai International Airport Master Plan for the period 2021–2030, with a vision to 2050, covers approximately 1,500 hectares, based on the plan approved under Decision No. 1102/QĐ-BXD dated July 20, 2025, by the Minister of Construction and its surrounding areas.

The planning task is based on the viewpoint of maximizing the efficiency of existing infrastructure; ensuring the airport meets air transport demands within the planning period; maintaining openness and flexibility in investment phases; harmonizing with national defense, security, and safety requirements; and optimizing the use of civil aviation land at the airport.

The objective of the master plan study is to design a rational spatial layout to ensure the development of Noi Bai International Airport in accordance with air transport demand and local socio-economic growth, while proposing an appropriate investment roadmap.

The planning task is developed in compliance with laws on planning, civil aviation, and national standards for civil aviation; as well as in alignment with standards and recommendations of the International Civil Aviation Organization (ICAO). It must also ensure national defense, security, and operational safety, and guarantee the feasibility of the plan.

Key contents include surveying, investigating, and collecting necessary data for planning; analyzing and evaluating the current status and capacity of existing infrastructure; and forecasting air transport demand.

At the same time, the study will propose planning options for both the airfield and ground areas, along with other related aspects; and design the layout of facilities to optimize the airport’s operational capacity.

In addition, the planning task defines the nature, role, and scale of the airport, as well as key indicators for land use and technical infrastructure during the planning period. It will also identify environmental protection requirements and other relevant conditions in accordance with the airport’s development objectives, and build a planning database.

An estimated total investment will be prepared based on the airport’s development needs, with appropriate investment phasing proposals.

The Ministry of Construction requests the Civil Aviation Authority of Vietnam (CAAV) to review and finalize the Noi Bai International Airport Master Plan 2021–2030, vision to 2050, in accordance with the appraisal results from the Department of Planning and Finance.

The planning period is 120 days, excluding the time required for appraisal and approval according to regulations.

As the planning agency, the Civil Aviation Authority of Vietnam shall fully perform its responsibilities in accordance with the law and other related provisions upon receiving the sponsored product, which is the planning dossier.

The Ministry of Construction assigns the CAAV to closely coordinate with the sponsor and relevant agencies and units during the planning process, provide guidance, supervise the planning work, and finalize the sponsored product.

In addition, the CAAV will discuss with the sponsor about the cost of setting boundary markers for the planning area and report to the Ministry of Construction after the plan is approved to serve the management of airport boundaries as regulated.

The sponsor of the planning product, the Airports Corporation of Vietnam (ACV), is responsible for ensuring compliance with the principles stipulated in Government Decree No. 05/2021/NĐ-CP dated January 25, 2021.
