1.Import Conditions

Organizations and individuals importing natural sand for use as building materials must comply with the regulations outlined in Circular No. 19/2019/TT-BXD dated December 31, 2019, which issues the National Technical Regulation on construction materials, product and goods, with code QCVN 16:2019/BXD.

Natural sand imported for use as building materials is classified as Group 2 goods. Therefore, upon importation, it must be declared as conforming to standards and undergo quality inspection.

2. Customs Documentation

The procedures must follow the provisions in Clause 2, Article 16 of Circular No. 38/2015/TT-BTC dated March 25, 2015, amended and supplemented by Clause 5, Article 1 of Circular No. 39/2018/TT-BTC.

Specifically, the required documents include:

  • Customs declaration.
  • Commercial invoice or equivalent documents.
  • Certificate of conformity, certificate of public announcement of conformity, and/or receipt of the conformity declaration issued by the Department of Construction where the business is registered.
  • Quality inspection certificate issued by a certification organization recognized by the Ministry of Construction or the Department of Construction in the area where the importer is registered, or the area with the customs clearance port for the goods.
  • Documentation proving that the business meets the requirements for importing goods according to the law (for the first shipment importation).
