2. HS code for poultry feed

Most raw materials for poultry feed have a tax rate of 0. Poultry feed has a preferential tax rate of 5%. Regarding VAT, poultry feed and raw materials for poultry feed production are not subject to VAT.

3. Import tax on poultry feed
Import tax is an obligation that the importer must fulfill to the state. There are two types of import tax: VAT and import tax. To determine these tax rates, you can refer to the following tax calculation method:
Import tax is determined by the HS code. Import tax is calculated according to the formula:
Import tax = CIF value x % import tax rate
Import VAT is determined according to the formula:
Value added tax = (CIF value + Import tax) x VAT rate.
CIF value is determined by the factory value of the goods plus all costs to bring the goods to the first border gate of the importing country. However, for poultry feed, VAT is 0, so at this time there is only import tax.
The special preferential tax rate applies to goods imported from countries and territories with which Vietnam has signed trade agreements such as: China, Japan, Korea, ASEAN countries, India, Australia, Europe, Chile. To apply the special preferential import tax rate, a certificate of origin is required. Therefore, when importing goods from the above countries, the buyer should request the seller to provide a certificate of origin.

5. Checking the quality of poultry feed
Quality inspection is mandatory when carrying out procedures for importing poultry feed. Quality inspection will be carried out in parallel with the import procedures. Checking the quality of poultry feed includes the following steps:
Step 1: Prepare documents and register for inspection
Poultry feed can be registered on the one-stop website or registered in paper form. Registration for quality inspection will be carried out at centers approved by the Department of Livestock Production.
Documents for checking the quality of livestock feed include the following documents:

Customs declaration;

Register the file by submitting paper documents to the competent Quality Inspection Centers.
Step 2: Take samples of goods
Sampling will be conducted at the port or where the goods are gathered. Sampling will be taken at the same time as taking quarantine samples, if possible, it will save sampling costs for the business.
Step 3: Wait for quality inspection results
After having the sample, the inspection center will check the sample according to the relevant quality standards. If the sample meets the requirements, the inspection center will issue a sample certificate.
Step 4: Submit the quality inspection certificate to the relevant agencies
If there is a certificate, it is necessary to supplement the certificate to the customs and the animal quarantine department, each party has an original copy. It is necessary to supplement the quality certificate to the relevant agencies to clear the goods.
Note: Goods are only cleared when there is a quality certificate according to regulations.
6. Procedures for importing poultry feed

Step 1: Declare customs declaration

Step 2: Register for quality inspection and quarantine
Registering for quality inspection is a mandatory step when carrying out procedures for importing poultry feed.
Note: For raw materials, only quarantine is required.
Step 3: Open customs declaration
After completing the customs declaration, the customs system will return the declaration flow results. If there is a declaration flow, print the declaration and bring the import documents to the customs branch to open the declaration. Depending on the green, yellow, or red flow, perform the steps to open the declaration.
Step 4. Clear customs declaration
After checking the documents, if there are no questions, the customs officer will accept the declaration clearance. You can now pay import tax on the customs declaration to bring the goods to the warehouse for storage.
Note: The quality inspection of imported goods must be completed before the goods can be cleared.
Step 5. Bring the goods to the warehouse for storage and use
After the declaration is cleared, the next steps are taken to bring the goods to the warehouse for storage and use.
