1. Requirements for importing animal feed

Imported animal feed must be inspected by the state for quality, the specific inspection contents include:

• Checking import records.
• Checking the actual quantity, weight, packaging specifications, labeling, expiry date, origin and other sensory indicators of the product.
• Taking animal feed samples for testing to assess the conformity of product quality and safety.

Organizations and individuals importing animal feed must have or rent a warehouse to store animal feed that meets the requirements for ensuring quality and food safety according to the provisions of law and recommendations of the providing organization or individual.

Organizations and individuals are only allowed to import animal feed that has information published on the Electronic Information Portal of the Ministry of Agriculture and Rural Development.

In case of importing animal feed that has not been published on the Electronic Information Portal of the Ministry of Agriculture and Rural Development for introduction at fairs, exhibitions, adaptation, research, sample analysis in laboratories or for production and processing for export purposes, a license must be granted by the Minister of Agriculture and Rural Development.

2. Procedures for importing animal feed that have not been published on the electronic information portal of the Ministry of Agriculture and Rural Development

Document components:

Document for importing animal feed for introduction at fairs and exhibitions:

- Application for importing animal feed for introduction at fairs and exhibitions (Form No. 07.TACN in Appendix I issued with Decree 13/2020/ND-CP);

- Documents proving the organization and participation in fairs and exhibitions in Vietnam.

Document for importing animal feed for adaptive farming:

- Application for importing animal feed for adaptive farming (Form No. 07.TACN in Appendix I issued with Decree 13/2020/ND-CP);

- Declaration of the registered facility on the subject, number of adapted livestock, farming time, farming location and farming purpose.

Dossier for importing animal feed for research and testing purposes:

- Application for importing animal feed for research or testing purposes (Form No. 07.TACN in Appendix I issued with Decree 13/2020/ND-CP);

- Research or testing outline (Form 08.TACN Appendix I issued with Decree 13/2020/ND-CP).

Dossier for importing animal feed for analysis at the laboratory:

- Application for importing animal feed for analysis at the laboratory (Form No. 07.TACN in Appendix I issued with Decree 13/2020/ND-CP);

- Agreement on the use of analytical services between a domestic laboratory or enterprise and a laboratory or enterprise or animal feed management agency of the exporting country, including a commitment that the imported product sample is not used for commercial activities.

Documents for importing animal feed for production and processing for export purposes:

- Application for importing animal feed for production and processing for export purposes (Form No. 07.TACN in Appendix I issued with Decree 13/2020/ND-CP);

- Contract for production and processing of animal feed for export purposes in accordance with the provisions of Vietnamese law on importing goods for production and processing for export purposes.

Place for submitting documents: Department of Animal Husbandry.

Time limit for processing: Within 15 working days from the date of receipt of valid documents.
