According to the Vietnam Seaport Development Plan for the period 2021 - 2030, with a vision to 2050, among the total of 34 seaports in Vietnam, Quang Ninh port belongs to the group of type I seaports, a deep-water port with the scale of a national general port.

Located at the intersection of the Ha Long - Hai Phong, Ha Long - Van Don, Van Don - Mong Cai expressways and near Van Don airport, the Quang Ninh seaport system has the advantage of connecting inter-regional freight transport and transit to ports and border gates in the North.

In the period of 2019 - 2024, Quang Ninh province has promoted investment attraction in the seaport system and seaport services, implemented through many large projects such as: Cai Lan Port, Cua Ong Port, Hon Gai Port, Km6 Port... Currently, Quang Ninh's sea route handles about 40.5% of the total volume of goods through seaports in the Northern region.

Along with that, Quang Ninh also pays special attention to developing ports serving tourism, such as Tuan Chau International Passenger Port and Ha Long International Passenger Port.

According to the statistics of the Vietnam Maritime Administration, in the period of 2020 - 2024, the volume of goods through ports in Quang Ninh reached about 627.7 million tons; the average growth rate of output reached 9.02%/year; the number of ships entering and leaving the port increased by more than 126%/year; the total volume of sea transport passengers, especially tourists, reached nearly 300,000.

With strong investment attraction implementations and impressive growth results each year, Quang Ninh has become an ideal destination for investors and businesses in the seaport industry.

On that basis, the Vietnam Maritime Administration has submitted to the Ministry of Construction a detailed plan for the development of land and seaport areas in Quang Ninh for the period 2021 - 2030, with a vision to 2050, to create a solid foundation for Quang Ninh to build and expand a modern seaport system, becoming an important maritime gateway in the North on a large scale.

According to the planning, by 2030, Quang Ninh seaport will have 27 - 30 wharves, including 54 - 60 wharves with a total length of 12,285 - 13,616m (not including other wharves).

Total land use demand in this period is about 1,755 hectares; water surface use is about 115,136 hectares, with investment capital demand of more than 34,500 billion VND, including 6,300 billion VND for public maritime infrastructure and about 28,278 billion VND for ports providing cargo handling services.

The master plan sets a target that by 2030, the Quang Ninh seaport system will meet the volume of goods passing through from 137.25 million tons to 157.3 million tons/year, of which container cargo will reach from 0.65 million to 0.93 million TEU. Passenger volume will reach from 260,300 - 279,600 passengers/year.

The draft plan also identifies a number of investment priorities for infrastructure projects to ensure maritime safety, and to upgrade maritime routes, such as the access routes to ports in the Cam Pha area and the Hon Net transshipment area for ships up to 200,000 tons; the Hon Gai - Cai Lan route for ships up to 50,000 tons; the Song Chanh route for ships up to 50,000 tons; the Van Gia route for ships up to 20,000 tons, etc.

Currently, Quang Ninh province is promoting investment in Yen Hung liquid cargo port with a total investment of nearly 800 billion VND; Hon Mieu island multi-purpose port, with a total investment of more than 1,000 billion VND; Chanh River 3 port with 6 wharves receiving ships with a capacity of up to 50,000 DWT, a total throughput capacity of 12 million tons of goods/year, with a total investment of about 7,700 billion VND...
