The tax, treasury, statistics and social insurance sectors will continue to be reorganized to match the arrangement of provincial administrative units.

The Party Committee of the Ministry of Finance has just issued Resolution 08 on assigning and decentralizing organizational and personnel work and continuing to rearrange the organizational apparatus of a number of units under the Ministry of Finance.

Accordingly, the Party Committee of the Ministry of Finance agreed to reorganize from 20 tax branches and 20 regional state treasuries into 34 tax offices and 34 provincial and municipal state treasuries, to manage in line with provincial administrative units; Convert district-level tax teams into basic tax offices under provincial and municipal tax offices to manage taxes in some commune-level administrative units; Rearrange the Transaction Offices of provincial State Treasuries to ensure management of some commune-level administrative units.

Regarding customs and state reserve units, the Ministry of Finance decided to maintain the number of 20 regional customs branches and 15 regional state reserve branches and adjust the management area to match the arrangement of provincial-level administrative units .

Rename regional customs branches and regional state reserves branches to regional customs and regional state reserves directly managing warehouse points.

Regarding statistical agencies, social insurance, the Ministry of Finance has agreed to reorganize provincial and municipal statistical offices and regional social insurance offices to manage them in line with provincial administrative units. Specifically, reorganize from 63 statistical offices into 34 provincial and municipal statistical offices; reorganize 35 regional social insurance offices into 34 provincial and municipal social insurance offices.

To comply with current regulations and the progress of the arrangement of provincial-level administrative units, the Ministry of Finance assigned the Department of Organization and Personnel to preside over and coordinate with units under the Ministry to develop a dossier to amend and supplement Decree No. 29/2025/ND-CP dated February 24, 2025 (effective from March 1, 2025) of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance to report to competent authorities for consideration and decision.

In addition, the Ministry of Finance also assigned units to complete the draft dispatch to send to the Central Organizing Committee, the Government Party Committee, and the Ministry of Home Affairs to continue to reorganize the Ministry of Finance's apparatus according to the direction of superiors.

At the same time, perfect the decisions regulating the functions, tasks, powers and organizational structure of Vietnam Social Security, the General Statistics Office, the Customs Department, the State Reserve Department; Sub-departments and equivalents of the above-mentioned units,...

Previously, according to Decree No. 29/2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, effective from March 1, the Tax Department is organized and operates at 3 levels: Tax Department (12 units); 20 regional tax branches; 350 inter-district tax teams.

The Customs Department is organized and operates at 3 levels: the Customs Department (12 units); 20 regional customs branches; 165 border gate and outside border gate customs offices.

The State Reserve Department is organized and operates at two levels: the State Reserve Department (7 units); 15 regional state reserve branches (with a total of no more than 171 warehouse points).

The General Statistics Office is organized and operates at 3 levels: General Statistics Office (14 units); 63 statistical branches; 480 inter-district statistical teams.

The State Treasury is organized and operates at two levels: the State Treasury (10 units); 20 regional State Treasury (with a total of no more than 350 transaction offices).

Vietnam Social Security is organized and operates at 3 levels: Vietnam Social Security (14 units); 35 regional social security agencies; 350 inter-district social security agencies.

The Tax Department, Customs Department, State Reserve Department, Statistics Department, State Treasury, State Securities Commission, and Vietnam Social Security have seals with the National Emblem.

Thus, with the newly issued Resolution of the Ministry of Finance, the tax, treasury, statistics, and social insurance sectors will continue to be rearranged to match the arrangement of provincial-level administrative units.
