In recent years, in order to complete the logistics infrastructure in the area, Lao Cai province has deployed the construction and promulgation of the Project on developing logistics services in Lao Cai province until 2025, with a vision to 2035 (Project 340/DA-UBND dated August 26, 2021), in which, in the period of 2021 - 2025, investment will be made in the construction of a logistics center in the Kim Thanh - Ban Vuoc area (Lao Cai border gate economic zone) with an area of 30 - 40 hectares. This is an area connecting with the Noi Bai - Lao Cai expressway, inland waterway ports, railway stations, dry ports, vehicles from industrial parks, international border gates... The scope of operation mainly includes the provinces of Vinh Phuc, Phu Tho, Thai Nguyen, Yen Bai, Lao Cai, Tuyen Quang and Ha Giang; connecting with dry ports, seaports (Hai Phong, Hon Gai, Cai Lan), airports, railway stations, bus stations, industrial parks, border gates (Lao Cai, Ha Giang).
Lao Cai province has also promoted investment in building a system of warehouses and yards for storing regular goods and specialized warehouses such as: Cold storage, cool storage within the Lao Cai Border Gate Economic Zone, concentrated in border gate areas, import and export clearance points, to meet the needs of storing a variety of goods such as: Frozen food, aquatic products, fresh food, fruits, chemicals of all kinds... At the same time, deploying the construction and promulgation of the Decision approving the detailed planning of the logistics area (logistics services) in Kim Thanh - Ban Vuoc area, with a total planning area of 332 hectares, belonging to the Lao Cai Border Gate Economic Zone, which has been approved by the Prime Minister for general planning. Accordingly, the logistics and warehouse functional area (logistics area, specialized warehouse...) is planned with a total area of 53.64 hectares.
By the end of 2023, this locality has completed, repaired and repaired many important traffic infrastructures such as: Completing the expansion to 4 lanes of the Noi Bai - Lao Cai expressway (Yen Bai - Lao Cai section) with a length of 25km (out of a total of 123km invested in phase 1 with 2 lanes); building the inter-sectoral house of Kim Thanh international border gate No. II; building Kim Thanh - Ngoi Phat road (provincial road 156) with a length of 15km; repairing 3 weak bridges (Quang Kim, Ban Vai, Ban Vuoc) on provincial road 156B; repairing national highway 4D section Ban Phiet - Muong Khuong; completing the road connecting Noi Bai - Lao Cai expressway to Sa Pa...
The system of national and provincial highways in Lao Cai province has also been maintained, contributing to increasing the service life and efficiency of capital investment. Periodic repairs, handling of potential and black spots of traffic accidents on the roads, and degraded bridges and culverts have been planned for timely repair and remediation, along with increased handling of violations of corridors, contributing to improving traffic safety and protecting road infrastructure in the area. The work of overcoming the consequences of floods and storms, ensuring traffic in step 1 has been directed with attention, mobilizing maximum human resources and machinery to ensure smooth and safe traffic in the shortest time since the natural disaster occurred.
To facilitate the exploitation and management process, increase the connectivity between national highways in the province with border gates, Noi Bai - Lao Cai expressway, strengthen the connection with tourist areas, historical relics, spiritual culture, contribute to the development of local tourism and culture, and develop the border gate economy, Lao Cai province has proposed the Ministry of Transport to convert provincial routes into extended national highway 4E, which has been approved by the Prime Minister in the road system planning for the period 2021-2030. Lao Cai province is actively completing related procedures to submit to the Ministry of Transport to issue a decision according to the approved planning; at the same time, speed up the progress of infrastructure works to increase regional connectivity and connectivity between modes of transport. In particular, priority is given to investing in some important projects that have a widespread impact, create great breakthroughs and are connected such as: Lang Giang Bridge, Pho Lu intersection, Phu Thinh Bridge, border bridge at Ban Vuoc; connecting road from Lang Giang Bridge to National Highway 70; Sa Pa airport...

In order to contribute to improving the capacity and quality of logistics service provision for enterprises, Lao Cai province has directed the organization to effectively implement the Prime Minister's direction in Directive 21/CT-TTg dated July 18, 2018 on promoting the implementation of solutions to reduce logistics costs and effectively connect the transport infrastructure system in Lao Cai province.
However, at present, the transport infrastructure is still limited, information technology has not effectively supported, so logistics costs in Lao Cai are quite high, which reduces the competitiveness of services and goods of Lao Cai enterprises. In addition to the Hanoi - Lao Cai expressway, the scale of the national highway system mainly meets level IV standards, provincial roads meet levels V and VI. Although the railway is connected to the Chinese railway, the track gauge is not synchronized, so the exploitation efficiency is limited. The river system through the area is small, steep, and has many hidden rocks when exploited for transportation. There is no airport - airport... Therefore, a multimodal transport corridor has not been created, while the demand for high-quality transit of goods between modes is increasing.
Lao Cai Border Gate Economic Zone has been approved for expansion of scope and general planning, however, the system of equipment for automatic customs clearance and capital for infrastructure construction are still limited. The current policy mechanism has not been a breakthrough to support logistics activities, especially the policy of prioritizing the development of logistics infrastructure. Logistics activities and supply chain management in agriculture in the province are still newly developed and not commensurate with the capacity.
To further improve logistics efficiency, competitiveness and logistics development in the area, Lao Cai province has proposed a number of important solutions, including proposing that the Government should soon complete the legal framework for logistics activities, clearly define the management areas and responsibilities of relevant agencies; establish a National Committee on Logistics with the role of an agency to coordinate overall logistics activities nationwide; direct the acceleration of the promulgation and effective implementation of the Strategy for developing Vietnam's logistics services to 2030, with a vision to 2050 and the Action Program to implement this strategy, perfect the legal environment as well as develop synchronous logistics infrastructure nationwide, promote logistics connectivity among localities...
