Customs enhances provision of online public services to serve businesses

Recently, the General Secretary and the Government continued to direct the reduction and simplification of administrative procedures related to production and business activities in 2025 and 2026. The requirements for ministries and branches are that in 2025, it is necessary to reduce at least 30% of the time to process administrative procedures, reduce at least 30% of the costs of implementing administrative procedures and abolish at least 30% of unnecessary business conditions. Could you please tell us how the Customs sector plans to implement these requirements?
The Customs Department has urgently and actively directed units to review the list of administrative procedures under its management. Our review orientation is that, in cases where administrative procedures are no longer necessary, we propose to abolish them or combine them with other administrative procedures and replace them with other state management measures.
In case it is determined that administrative procedures are necessary to continue to be maintained, propose solutions to reduce and simplify them. For example, reduce the steps in the administrative procedure implementation sequence; replace the method of implementing administrative procedures from manual to electronic; simplify unnecessary document components; propose decentralization of authority to handle administrative procedures, etc.). Along with that, propose to amend and supplement unclear regulations and components of administrative procedures to standardize, making administrative procedures more fully regulated, clear, and convenient.
According to the initial preliminary review results, the customs authority plans to abolish 32 administrative procedures and simplify 92 administrative procedures, exceeding the required target.

The simplification of administrative procedures will be implemented by the Customs sector at the same time as solutions to modernize management work.
These include enhancing the equipment and effective use of information technology systems, integrating, exchanging and sharing data with relevant agencies; changing management methods; strengthening the implementation of receiving, processing and returning administrative procedure results electronically to ensure strict management while facilitating trade, business and production activities of enterprises and people.
In addition, we will implement the reduction of documents in administrative procedure implementation records when there is a database to ensure management work; reduce administrative procedure processing time; reduce unnecessary intermediate steps; thereby reducing costs incurred for the business community, organizations and individuals.
The Customs sector also strengthens inspection, control, information collection, and applies risk management to conduct focused and key inspections; strengthens post-clearance inspection to promptly handle cases of trade fraud.
The customs authority has been upgrading and expanding the 24/7 electronic tax payment method, implementing the Enterprise Collection Program (debt collection authorization) to help shorten the processing time compared to 24/7 electronic tax payment, facilitating import and export activities of enterprises. To date, 49 banks have signed a cooperation agreement on collection with the customs authority, of which 44/49 banks have implemented 24/7 collection, 8/44 banks have implemented collection work.
What is the core goal that the customs authority is aiming for when implementing the above series of reform solutions, sir?
The reduction, reform of administrative procedures and modernization are carried out by the Customs sector with the aim of ensuring conformity with the functions, tasks and powers of the new organizational model of the Customs sector, while at the same time facilitating and ensuring the interests of businesses.
These solutions will ultimately help save time and facilitate import-export businesses without affecting the effectiveness of trade fraud control.
