Add Mang Den and Van Phong airports to national planning

The Civil Aviation Authority has proposed adding Mang Den and Van Phong airports to the 2021-2030 planning period, with a vision to 2050, to align with regional development orientation and increase regional connectivity.

The Civil Aviation Authority has submitted to the Ministry of Construction a dossier to adjust the master plan for the development of the national airport system for 2021-2030, with a vision to 2050, including a proposal to add Măng Đen and Vân Phong airports, according to TTXVN.

Under the national and regional plans approved by the Prime Minister, Khánh Hòa is positioned as a growth hub for the North Central and South Central Coast regions, while Vân Phong is oriented to become a service and logistics center.

In the Central Highlands, Măng Đen is designated as a national tourist area and a connectivity point between the Central Highlands and the South Central Coast, including studies for the construction of an airport.

Khánh Hòa province’s planning has allocated land for Vân Phong Airport; the former Kon Tum province plan and Măng Đen tourism area also identify Măng Đen Airport as a key infrastructure project.

Therefore, the Civil Aviation Authority assessed that including these two airports in the system is unnecessary to align with national, regional, and provincial development orientations, promote tourism and logistics, attract private investment, and strengthen regional connectivity as well as national defense and security.

According to estimates, the investment cost for Măng Đen Airport is nearly VND 5,000 billion for an area of about 350 hectares, while Vân Phong Airport would require over VND 9,200 billion for more than 497 hectares.

The Civil Aviation Authority also proposed upgrading Quảng Trị Airport from 4C to 4E due to its strategic role in the East-West economic corridor and the Quảng Trị – Salavan – Ubon Ratchathani route, as well as new demands following its merger with the former Quảng Bình province.

The Quảng Trị provincial plan identifies the locality as a logistics and cargo transit center of the region, requiring a larger aviation transport capacity.

The estimated capital demand for developing the airport system by 2030 is about VND 499,619 billion from the state budget, off-budget funds, and other legal sources.

The Civil Aviation Authority does not propose that the country have more than 33 airports with a capacity of 297 million passengers by 2030, and 36 airports with a capacity of 538.5 million passengers by 2050.
